York VIU/PACU/Hybrid Theatre Project
The York and Scarborough Teaching Hospitals NHS Foundation Trust faced a significant challenge when it received tender costs for the Vascular Imaging Unit (VIU), Post Anaesthesia Care Unit (PACU) and the Hybrid Theatre project, which far exceeded their available budget.
BlueLight Management were appointed in June 2024 to manage and deliver the project within Trust budget constraints. This included the immediate task of reviewing the procurement options and reviewing and reducing the project's scope and identifying other cost-saving measures whilst preserving all core clinical functions within the projects . BlueLight have worked closely with the Trust and newly appointed client side design team to identify several areas where costs could be reduced.
We have implemented the redesign of all three projects, appointing three separate main contractors to deliver the construction phase, one of which commenced on site in Oct 2024, the other two are due to start in early 2025. BlueLight Management are providing a team of full time, highly experienced onsite staff to manage all three projects to ensure programme targets, quality and compliance are paramount.
In addition to Project Management, Cost Consultancy and Contract Management services, we are also providing Specialist MEP Technical Advice, CDM and Building Regulations Principal Designer Services to the Trust across all projects.

By taking a proactive approach to project management, cost management and value engineering, BlueLight has been able to save the Trust many millions of pounds while still meeting the clinical needs of the hospital.
